In the event of the UK leaving the EU without a deal, UK manufacturers will be required to obtain a new Manufacturers Identity Code (MIC) from one of the remaining 27 European Union Member States in order to meet the legal requirements of COMMISSION IMPLEMENTING REGULATION (EU) 2017/1 of 3 January 2017 on procedures for watercraft identification, under Directive 2013/53/EU of the European Parliament and of the Council on recreational craft and personal watercraft (Appendix A) in order to place craft on the EU market legally.
The Implementing Regulation states that any recreational craft falling within the scope of the Recreational Craft Directive 2013/53/EU must have a Watercraft Identification Number (WIN).
Part of the WIN code is the Manufacturers Identity Code,
(b) the unique code of the manufacturer assigned by the national authority of a Member State;
When the UK stops being an EU Member State, the codes registered with the UK recognised organisation (British Marine) will no longer be accepted by the European Union as meeting the requirements of the Implementing Regulation detailed above. This means that UK vessel manufacturers will no longer be able to legally place vessels on the EU market. In order to ensure that you will still be able to export a recreational vessel to the EU under a no deal scenario you MUST register your MIC with one of the remaining 27 EU member state Recognised Organisations.
Due to EU commission rules we do not believe it is possible to register your MIC code with another EU RO prior to the UK leaving the EU and becoming a third country. It can only be done once the UK has left the EU.
In order to assist UK manufacturers British Marine, have contacted current EU member states to obtain information on how to obtain an MIC, the associated costs and time required for completion.
The list which can be downloaded here details the recognised organisations within each member state along with their comments on application, costs and time an example of this can be found below.
