Introducing the NEW Port Marine Safety Code (PMSC)
A brand-new in person full day course designed to support Marina operators and harbour authorities understanding of the Port Marine Safety Code and what they need to do to comply with the PMSC and the Guide to good practice, published in April 2025.
The course will give marina operators and managers the knowledge they need to meet the requirements of the Port Marine Safety Code and crucially the marine safety management system and structure.
The Port Marine Safety Code (PMSC) sets out a national standard for every aspect of port and marine safety.
The code is relevant to, and should be adopted, by all UK marinas (including inland) and has been developed to improve safety by:
- Establishing nationally agreed standards
- Defining the role of Duty Holder, Designated Person and other key personnel
- Clarifying responsibilities within and between different organisations
- Holding organisations to account for safe and effective management
While not strictly statutory, compliance is considered best practice, and failure to adhere can have legal and reputational consequences

Suitable for Marina staff taking the position of either the Duty Holder or designated person.
- You will learn about the Port marine Safety Code and the Guide to good Practice and how they apply to marinas including the 10 key requirements listed under the PMSC.
- You will gain an understanding of marine safety management systems (MSMS), the required structure of the systems including the duties of the Duty holder and Designated person.
- You will learn how the MSMS should cover the requirements of the applicable laws and regulations.
- You will gain an understanding of how to implement, review and audit the MSMS.
- An overview of the PMSC and GTGP
- A summary of the 10 key requirements of the PMSC
- An in-depth exploration of Marine Safety Management Systems, including a clear explanation of the requirements and the distinctions between HSE-based Health & Safety law and Merchant Shipping Health & Safety law
- Practical exercises covering regulations, emergency procedures, standard operating procedures (SOPs), maintenance, and accident reporting
- Guidance on conducting reviews, including both internal and external audits
